Build to Rent Development Finance
Funding to build homes you intend to keep and let, from a dozen family houses to a city-centre apartment block. The build loan is only half the deal: lenders size it around how you'll hold, stabilise and refinance the finished scheme.
- Senior debt
- Typically up to 60-65% LTGDV
- Gross Development Value (GDV)
- Investment value, cross-checked against vacant possession
- Build term
- 12-24 months, plus a lease-up period
- Exit routes
- Term investment debt, forward fund or forward sale
Build to rent development finance funds the construction of homes you plan to let rather than sell. The difference matters to a lender because there's no queue of individual buyers at the end. Repayment comes from a refinance onto investment debt, or from an institution that has agreed to buy or fund the scheme.
We arrange build-to-rent development finance across the range: SME developers building 10 to 50 homes to hold in their own portfolio, single-family rental estates, and larger apartment schemes with an institutional exit. Facilities run from £250k to £50m+ through a panel of 100+ lenders, with interest rolled up through the build and lease-up.
How does build to rent development finance work?
The lender funds part of the land purchase on completion, then releases construction funding in stages as a monitoring surveyor signs off the work. Interest rolls up through the build and the lease-up period. Once the homes are let, the development loan is repaid from a refinance onto long-term mortgages or from an investor's purchase.
The type of long-term debt depends on the scheme. An SME developer holding a dozen houses will often refinance each home onto buy-to-let mortgages, or onto a portfolio facility. A block of apartments let as one asset usually moves onto commercial mortgages sized on rental income and investment value.
- Site purchase: an initial advance against the land, with your equity in first
- Construction: staged drawdowns released against monitoring surveyor sign-off
- Lease-up: interest keeps rolling while the homes are let
- Exit: term mortgages, a dev-to-let conversion or an investor sale repay the loan
Build-to-rent lending criteria
Lending criteria for a build-to-rent scheme combine the tests a development lender applies to any build with the tests a term lender will apply once it is let. Developer experience counts twice: lenders want evidence you have built similar homes and that you, or your operator, can let and manage them.
- Full planning permission, with section 106 obligations understood
- Developer experience on comparable projects, or an experienced partner
- Your own equity in the deal, sized to the lender's loan-to-cost cap
- Achieved rental evidence for the exact homes you're building
- A credible exit to term debt or an investor, with headroom on rental cover
Three ways to exit a BTR scheme
Your exit shapes every term the development lender offers. Before you approach anyone, decide which of these you're running, and have evidence that it works at today's rents and yields.
A forward sale or forward funding gives the development lender the most certainty, but you trade away some profit and accept the investor's specification and controls. A term refinance keeps the asset and the income, but you carry lease-up risk yourself. Our guide to BTR exits and forward funding covers the mechanics.
- Refinance onto term investment debt once the scheme is let and stabilised
- Forward sale: an investor agrees to buy the completed, let or unlet scheme
- Forward funding: an investor funds the build directly and you earn a development margin
Dev-to-let: one facility from build to tenancy
Some lenders offer a development-to-term facility that converts from a build loan to an investment loan once the homes are let. You avoid a second set of arrangement fees, valuations and legal costs, and you remove the risk of the refinance market moving against you mid-build.
The trade-off is flexibility. Conversion tests usually require a set occupancy level and rental cover before the term loan kicks in, and early repayment charges can apply. For SME developers building houses to hold, dev-to-let is often the cleanest structure. For larger blocks, separate build and term facilities can price better. If you want terms on either route, send the scheme through the deal room.
Valuation: investment value versus vacant possession
BTR valuers report the investment value of the let scheme: net rent after operating costs, capitalised at a market yield. Many lenders also want the vacant possession value of the homes sold individually. The facility is sized on whichever view the lender trusts more, and often the lower of the two.
Operating costs are where appraisals go soft. Management, voids, maintenance, insurance and lifecycle reserves come off the gross rent before any yield is applied. If your build facility ends at completion, development exit finance can carry the scheme through lease-up. Use realistic numbers, and check them against our rental yield calculator before the valuer does.
Planning, tenancy rules and VAT on a hold strategy
Planning guidance treats 20% as a suitable benchmark for affordable private rent in a BTR scheme, let at least 20% below local market rent. Section 106 agreements can include covenant periods and clawback if homes are sold off. That limits a lender's fallback to break-up sales, so read the obligations before you size the loan.
Since 1 May 2026, private tenancies in England are assured periodic tenancies, and rent can rise only once a year under section 13. Construction of new dwellings can be zero-rated for VAT, but professional fees carry 20%, and residential rent is exempt. Take VAT advice before you fix the ownership structure.
Finance products across a build-to-rent scheme
Few BTR schemes run on a single loan from start to finish. Bridging loans can buy a site quickly or before planning permission is granted, then refinance into a development facility once consent is issued. Mezzanine finance can sit behind senior debt to reduce the equity you put in, where the first-charge lender allows it.
At the other end, development exit finance, buy-to-let mortgages and commercial mortgages each repay the build loan in a different way. As a broker covering property finance from site purchase to long-term hold, we look at the finance products as one structure, so the terms of each stage don't undermine the next.
Lending criteria
What development finance lenders check.
01
Rental evidence for the exact product
Lenders want achieved rents for comparable new homes nearby, not asking rents. A three-bed house on an estate and a one-bed flat in a city block need entirely different evidence.
02
Net operating income, not gross rent
The valuer deducts management, voids, maintenance and lifecycle costs. Lenders test your appraisal against their own cost assumptions and will size the loan on the lower figure.
03
Term debt or investor commitment in principle
An indicative term loan offer or a signed heads of terms from a forward-sale buyer gives the development lender confidence in repayment. Without it, expect lower leverage.
04
Operator and letting plan
Who will let and manage the homes, how quickly, and at what cost. Lenders want a credible lease-up timetable backed by an agent or operator with local experience.
05
Section 106 and tenure restrictions
Affordable private rent obligations, covenant periods and clawback terms affect both value and the lender's fallback options if the hold strategy fails.

Avoid
Where these deals go wrong.
Appraising on sales values, then holding
A scheme that works at vacant possession values can fail at investment value once operating costs and yield are applied. If the refinance doesn't repay the build loan, you'll need fresh equity.
No allowance for lease-up
Letting a block takes months, not weeks. Interest keeps rolling while occupancy builds. If the facility term ends at practical completion, you're refinancing under pressure.
Specification the end investor won't accept
Institutional buyers and term lenders have views on amenity, EPC, management layout and unit mix. Build to the wrong brief and your forward sale or refinance terms worsen.
