top_three_regions: descending count order, separated by |. Membership changes by year.

CSV percentage values are on a 0-100 scale, not 0-1. Full calculation precision is retained internally before nine-decimal output rounding. Published report percentages use one decimal. Counts must not be summed across national and regional rows.
